Windows 7 keys for ultimate edition easily go over 100 dollars. How is he able to bulk sell for 20??

He has over 170 reviews from legit customers. I know the daz loader 'activated' windows but how can he 'extract' a key from it that he can sell? Its 6 30 am and im very tired but i cant sleep until i figure out this techno-kikery
