I would not recommend the Sticky Notes that comes with Windows because it doesn't sync across computers, and if the file gets corrupted, all your notes are lost.
Use something like OneNote or Google Keep. Only downside is it won't be always-on-top, which might be what you're specifically looking for in sticky note software.
