I see no noticeable bottlenecking by that CPU with a newer card, I'd highly suggest getting a newer motherboard with a PCI-E 3.0 slot if you haven't already, this is all assuming you've got the original board when you bought the CPU.

RX470 isn't sufficent for 1440p. Get RX480 8gb. Or settle for lower resolution/frames/settings.
Also despite what people are saying, yes that CPU is a bottleneck. IIRC that CPU struggles with fucking starcraft II on max settings. But upgrading GPU is still more important.
