Vulkan or OpenGL?
OpenGL has the massive advantage of the existence of WebGL, allowing you to run online applications with incredibly fancy graphics, but if Vulkan is less weird to work with then it might win me over.
Undocumented WebGL functions that alter variables without you ever using an equals sign is really confusing.

Vulkan just isn't an mature API yet
No Exclusive Fullscreen means you always get 2 extra frames of input lag and a lot of judder
