Because the majority of what would have been the R7 and R9 classifications are Polaris 10 this generation while the 490, which would have been R9, is Vega 10. Previously the 380 and 390 R9 cards were in the same league, but this time the difference between them is sunstantial enough to denote a new class system. Likewise the 460, 470, and 480 are closer than the 360, 370, and 380 were. Proper distinctions between classes based on merit and wealth is very important to both the Chinese and the Indians that make up the AMD Radeon team.
