If it's a good quality 400W (has at least bronze efficiency rating) it will be fine. Also depends on how power other components in the system will need.

That's a nasty no name brand chink PSU but in all seriousness it'll probably be fine. The GPU won't pull more than 120W on it's own but it depends on all the other system components (motherboard, the amount of PCI cards and HDD installed, etc) and the combined power requirement under full load.

Yeah no, that PSU is so old and outmoded its not even funny anymore. Any half decent PSU these days converts primarily to 12v with some of that 12v tapped off for 5 and 3.3v
