I built one of these a few years ago, they are a pointless waste of time and money.
I spend hours lurking /g/ and /diy/ just so I can warn people not to attempt to build one.

They ran a system 24/7 for 7 years with no issues, the fans still worked even.

Mineral oil submerged systems are extremely stable and really only suffer from clouding after years of use. They're actually the best way to provide sub ambient cooling solutions because they require no special preparation of the components to protect them from condensation.

it does.I cant really explain this to you in good english but due to an electric arc the air ionizes and creates an tunnel in which it becomes more and more conductive. Not really relevant to computers and low voltage but it does do that.
