I have a few files like this that can not play at all outside of vlc. there was a stop gap container called ogm before mkv took over, a good deal of these files also will not work outside of either zoom player or vlc.
literally anything but windows media player is better than vlc, but when all else fails, vlc's got your back.

VLC will cheerfully play half-downloaded files and shit that's been corrupted, shit that's way out of spec for the format, etc.
it's hilariously bad with seeking though
to this day, it cuts off the first like half second of the beginning and end of files (so it's really bad with short, looping files)
and if it drops frames, it doesn't stop, it just keeps on playing as if nothing happened, resulting in garbage until the next keyframe
installed mpv on a shitty netbook I had because VLC kept glitching up because it's a fucking slow netbook trying to decode 1080p video in software while other shit runs in the background
but I usually still just use VLC
