What is a good image manager with a decent tagging system? Windows Explorer isn't cutting it for me anymore.

Adding to what OP's asking, is there such a thing as a file system that allows one to sort files in different arrangements, without duplicating the data, and without resorting to easily-broken shortcuts? I've always wanted something where I can select different directory trees that reference a common pool of data.

This was one of the big promised features of WinFS but MS pretends that project never existed now so the answer is "nothing"
