No, because you don't need a lot of CPU power to operate a server. Check out what companies like Synology do with completely underpowered ARM processors.

You should get a nas, but maybe with better insides.
Depends on what exactly you use. Old crap has relatively high power consumption.
Use a low end laptop from the last 3-5 years, get rid of the optical drive, buy sata extension cords and you can slap 2-3 3.5" drives "in" that shit depending on what you started with.
