What's the best alternative to paint for quick and easy image manipulation?

I'm looking for something light and with more options than basic paint, without going all out like photoshop. Simply needs stuff like rotating images, resizing without losing a lot of quality, etc.

Definitely Paint.Net. I install it on all my machines when I format them. Has like 99% of the features you actually use in Photoshop and Gimp.
