What you refer to as "water cooling" is actually air+water cooling.
It's just a more complicated way to cool using air.

AIO are pretty pricy and gives no much more benefits than a big ass noctua
Custom give great performance and can be pretty silent at a very high cost
But unless you are overclicking the shit of your components you are good with air cooling and a decent airflow

I have built about 3 custom water loops, if its a laing like the DDC or D5 they are very quiet.
Off brand cheap pumps transmit more noise into the case.

I have a water-cooled system. What I really like about it:
As soon as the load drops, the Temps are back to idle. It literally takes less than a second.
Depending on the size of radiators you can fit, the system becomes quieter (at least in my case. My system is practically silent.
Overclocking potential rises.
What I don't like:
You need a lot more space in your rig.
You need to plan out your system very well.
You need to know what you're doing or it may become quite expensive.
It's expensive.
(cheap) Pumps add noise.
Overall I like doing it for the same reason somebody spends weeks or months to customize their Linux or android, car or bike. It is just a satisfying feeling to get everything running the way you want, tinkering with it etc.
And when it runs, it runs well

i have corsair h60s on my amd fx6300 and my r9 280x; cpu has never been above 50 C, gpu never been above 55 C
both are p quiet, can't complain about the noise (though it certainly isn't silent)
i spent a total of zero effort on planning out the interior of my case; no thought towards air flow, etc. and i think it turned out just fine

Those engines are also made of materials that can withstand much higher operating temperatures and have much larger and sturdier structures. They're also inefficient as fuck, which is why every modern car has a liquid cooled engine.
In the end, it all comes down to surface area. You're just using the liquid to transfer the heat to a spot with a larger surface area where it can be more efficiently transferred to the air. This is part of why CLCbabies don't actually get better temps than using a large air cooler, because CLCs are limited to a 240mm radiator at most, usually a slim one. That doesn't offer considerably more surface area than a bigass Noctua or equivalent.

I water cool with a full loop and I'll tell you why
1. Bragging rights
2. Allows for large overclocks
3. Computer can run those overclocks whisper quiet.
Basically if you want the highest performance out of your hardware without making your pc sound like a hair dryer then a full loop is probably for you.
All in one closed loops with a 240mm radiator are a good solution for the price if you don't want to bite the very expensive bullet to do a full open loop.
If you do build your own you buy a d5 pump or nothing. Don't waste your time with anything else.

I started with a kit and within six months went custom reusing some of the parts from the kit.
Was it worth it to start with the kit? Kinda. It definitely allowed me to learn what is involved with building, filling, maintaining and draining a loop but at the end of the day I wanted more. I wanted to add a gpu block and add another radiator which meant getting a better pump.
I chalk up the money spent on that first kit as education.

I'm an enthusiast with boatloads of disposable income and have looked into watercooling multiple times. I just can't help but think people are being scammed. The price of parts is just crazy. The quality is quite lacking too. Even from some 'reputable' company like EK. You can take their rads and bend them in your hand like they were tin. Also, if you are a real enthusiast you are wanting to upgrade your parts every 6 months or so anyways which is a major pain in the ass when you have everything under water blocks. I dunno maybe I'm lazy. The efficiency of components are just going to get better from now on too. One day we'll look back and laugh about people that used to use watercooling in their computers.
