If i was going to write a website (not a webdev, but a programmer whos done web before). I'd choose something like Java/C#, maybe nodejs for some tasks or python with tornado/twisted. And just straight angular on the frontend.

PHP already does what Java/C# and more. Also by far more functions to do literally anything you could imagine. If you want to make a website, go ahead and use Java/C# or dont lose your time writing existing functions by using PHP. Also PHP has by far better frameworks.
