can paritions effect data in other partitions? or what im asking is, is there any reason ever to format the windows recovery parition and the other little ones (no idea what they are). Im selling the laptop and I want everything squeaky clean

Just wipe the whole thing. Boot up a linux disk and run shred.

Windows recovery is if you want to reset the device with the Windows the device came with. The tiny 100MB partition is something Windows makes.
If you want to sell it just perform the device reset as instructed by your manual.
