How does one determine if their GPU has good specs or not?

Keep in mind your monitor's resolution is a part of this. An HD 5850 might be fine for 1680x1050 but if you get a 1920x1200 or above you're going to be hurting.

If it's the leader, it's a good card. You can get something better for the same price, it's not a good card. How do you not already know this?

You should judge a GPU on if you can max most, if not everything out on the resolution you are currently using, at at least 60 FPS for the majority of games. That comes with some exceptions, like games that come out broken at launch or bad scaling (Both Rise of the Tomb Raider, Quantum Break at launch, Arkham Knight, etc). Granted, that should be up to your budget and what you want to play.

The majority judge it based on what currently gives the highest frame rate on 1440p and 4K for the ability to upgrade in the future and the best price for performance. The GTX 970 and 390x were considered great because they maxed out most stuff at 1080p, and had some capabilities at 1440p at a lower price point.

At the end, I would just look up some games you want to run and type in a GPU you were looking at getting and see how it benchmarks with real footage. Not everyone needs a GTX 1080.
