Safe? Depends on what you mean. Safe in regards to your physical health? Yes, it's totally safe; it might even prevent a fire (assuming that there are no flammable objects in that immediate area) when your PC cooks itself after the the temperatures from the PC and concrete meets eachother. As for pc safety, I'm sure you'd be less than satisfied, enough to make your wallet feel burned.
