Sounds to me like there's a problem with the fan's bearing. If it's still under warranty you might need to send it in.

This make the first thing you do with a new GPU is change the default fan curve, almost all default curves are too weak and cause thermal problems or too strong and cause way too much noise when it's not hot
Change it so it's low then at about 70c the fan curve rises up way higher and maxes out 100℅ at around 85/90c
