it'll never happen. ICE is an insignificant source of pollution when done correctly, especially in smaller nations. manufacturing batteries is irreparably bad for the environment, Co2 is maybe temporarily bad. carbon recapture and reuse applies to pollution from many sources, not just cars, and will be done anyways. cleaning up after battery manufacturing operations is a little less likely to happen. old ICE cars can be converted and retrofitted to be environmentally friendly with minimal downsides (except diesel lol), electric is fucked if you need to make a whole new fucking battery.

electric vehicles are meme tech. more expensive and damaging in the long run unless we ignore the battery option and wait for hydrogen fuel.

Right but that's not necessarily because wiring that kind of mind is remarkably more difficult to do than one purpose built to just be a good (albeit versatile / powerful) machine and nothing else.
It's because we don't have a full understand of our own mind and of sentience; in some cases the unknowns are unknown. But it's not inconceivable that a revolution in understanding within the decade might even make the task relatively trivial with enough talent, time, and money invested.
