Japanese kids are too busy spending every waking hour at school, after-school clubs, evening cram school, and studying. They don't really have time to care about computers or the browsers they run.

Probably using Opera Mini on low-spec phones, it also has "Opera Turbo" where Opera optimize webpages for lower bandwidth before sending to your device.
I used it for a while on a shitty old Android phone, worked really well.
