The source code is likely kept on Apple's internal servers on campus, and only select employees within the company have access to it.
The designs, OTOH, have to be sent out to Chinese companies for manufacture, and there's no control beyond that point. Anyone from a factory floor worker to some corrupt manager selling the design for knock-offs can get their hands on the materials.
