If I want to start as a freelance web designer who makes websites for people or companies, what essential steps should I take now? I'm confused on what websites to use first, what to learn first (html5, java), etc.

As a general outline, it really depends on if you want to do backend or frontend design. The more you learn, the better off you'll be.
If you want to make some quick money, just throw together some WordPress templates and charge 150 to setup and 15 dollars a month to maintain.
