So I bought an eMac with a formatted hard drive and no OS. Short of buying a OSX 10.2-10.4 disk off ebay how can I install an OS?

I got this 2nd gen TiBook for $40 on ebay. Its quite nice. I also have a dual 450 Mhz gigabit G4 tower, but it needs new fans and my main hard drive died (dragging all my edgy middle school files with it.) 10.4 runs decently on it, 10.5 was horrid, but 9.2.2 is the comfiest so far.

The last gen one can. I have no idea why the seller put leopard on it, but i put 10.4.11/9.2.2 dual boot on it now and copied leopard off onto my towers 2nd drive in case i get a newer ppc mac some time down the line. Maybe a 17" or 12" hotplate

I just went through the same thing with a no OS G4 cube I recently bought.
Go to "Macintosh Garden", scroll down to "most popular" click on Mac OSX for PPC and pick whichever OS you want. It'll download a bootable disk image.
I downloaded Tiger, burned it's dmg to a DVD using disk utility on a modern mac and then held down the option key during boot up.
Also, Tiger is much larger than necessary, so during install you may want to pick "custom install" and just uncheck the printer drivers and additional languages, which alone are about 2gb of the 4gb disk.
The process is the same for OS 9 (for that just search OS 9.2.2 universal install, I think the site is called Mac OS 9 lives), but if you want to dual boot to OS9 and OSX you must partition both sections as Mac OS extended, before installing Tiger, then install Tiger first. For some reason when I did it if I had installed OS 9 first it would simply refuse to boot up to either OS, even with partitions in the correct format.

Boot from CD
If you cant find the iso file you could get a DMG burner program for windows and find the DMG file
Or get any mac with a disk drive. Make sure your iso or DMG is the PPC version
