I think it depends on how much memory you need. I doubt anything that doesn't use CUDA 8 features will see a noticeable difference between a 1070 and a 980 Ti.

They were done fairly thoroughly on Kepler cards but not as much on Maxwell, since Maxwell compute was gimped.
