BSD is basically a direct offshoot of Unix, while Linux is a reverse engineered version of Unix.

BSD, much like Unix, was designed to be used to one thing and do that one thing well.

The way I see it this is just a result of how the BSDs are developed. The base system is deliberately kept minimalist because the devs cannot afford to allocate their time and effort to every single function. Being so minimal also has the added benefit of staying out of the end user's way.

GNU/Linux distros are not managed the same way. A typical GNU/Linux system is more like a compilation pack of various projects and the distro maintainers don't necessarily work on these projects aside from backporting fixes when needed.
