The frustrating thing is that this isn't even some big, hard problem to solve. The rules as written would work fine, but there's basically zero enforcement. The reason the shitters are as bold as they are is because it's common knowledge that you can post whatever the fuck you like on /g/ and it won't even get removed for hours
If the shit got removed and the people posting it banned, we'd see a handful of of threads screaming about "censorship and the death of our board identity", and then they'd move on to greener (browner?) pastures by the end of the week. /g/ would be slower, but that's fine.
