I just set up dual monitors and it's pretty great to read

I just set up dual monitors and it's pretty great to read a pdf or watch a stream on the left while I'm waiting to spawn. Whenever I'm paused or can view my cursor in tf2 I can also move my cursor over to my other monitor. Unfortunately I cannot, for instance, change focus to scroll down in my pdf viewer without causing tf2 to minimize. Is there some driver/windows/launch setting to allow this? I know this is immediately possible in windowed mode but I really want my tf2 to occupy my entire monitor and I use a non-native resolution which is stretched-to-fill. I'll do pretty much anything to make this happen.

In your steam library, right click on tf2, click properties, then set launch options. In launch options, put

You can put other arguments in there
for example, a custom resolution.
Google "How to Run TF2 in a Borderless Window" and it's the second thing that shows up.

Yes thats fine and all but my situation is a little more intricate. I have a 1080p monitor but I run the game at 1280x1024 as it lower my fov a bit and makes the player models a little easier to click on. Windowed+borderless just means the game doesn't fill the whole screen and doesnt stretch the models. Here's a screenshot of your suggestion
