Essentially yes. Until the OS becomes so old it becomes more of a monetary risk to keep the OS than to pay to roll out a new one.

windows 7 is well beyond vista in terms of qualities and efficiency.
8 metro is the windows vista.
windows 10 is great, i think many people will upgrade from 7 to 10 before the service ends for it.
