I think you're missing the bigger picture here. Even if it existed, there's no reason for a website like 4chan to use it. The only person to blame for this is the mod who added the CSS, he's aware of the problem he caused (that could have been fixed by using a more complex selector like anyone with half a brain would like "body .blink" instead of just ".blink") yet he did nothing about it, probably because he's salty that people use a superior extension instead of the shitty inline one.
