You should need a license to handle your own passwords. Everyone else should be forced to use OpenID.

that makes OpenID a single point of failure though. If everyone used it, then someone who compromised it could take over your entire life.

Also a government that suffered the OPM hack has no business deciding who does and does not get a password license.
