Winrar or 7zip?
I'm leaning towards Winrar currently as the superior compression program.

7zip:
-No reminders about purchasing full version every time you open an archive after trial period
-FOSS
-Bigger format support
In other aspects they are essentially identical, save for the fact that you have to manually associate 7zip with archive filetypes, while WinRAR does this automatically on installation.
Winrar <3
Got a broken archive, winrar freaks out, 7zip works.

Yes?
If you're willing to pay and not pirate it, get Winrar. If not, get 7zip.

It doesn't matter.

No it isn't

winrar is proprietary which means it will inevitablly become abandoned one day. 7zip is open source which means it will continue to grow and be developed for a long time. From the end user perspective, there is very little difference between them.
The answer: 7zip

7-zip now has an option to associate it with archive file types on install
