The joke isn't that it requires a huge amount of bullshit to get some basic things to work in Vim (you can paste with ctrl+shift+v without going through .vimrc), it's about the fact that when you ask a simple and straightforward question on stacks, they always reply with whole wall of non-sense.

ctrl-shift-v depends on what terminal is used though; middle mouse click also pastes the mouse selection on x systems

it's not just that though, they usually go into every edge-case scenario and always mention the technically proper but practically worse methods of doing things, I'm sure if you ask a question about tar you'll get some answers that only work on ancient deprecated solaris builds of tar

literally the only reason I learned how to use vi is because some appliances don't let you install just werkz editors like nano due to space constraints, and some server distro's don't have it by default and I don't want to bother installing a different editor
also visudo is a pain to change to nano
