Yes, that is usually when they are the cheapest.
I've never run the numbers on this but I have a feeling that the price/performance ratio stays constant as the new gen is introduced.

390, get the XFX card if possible, apparently it has amazing warranty. I've recommended this card to a friend of mine. Everything runs very smooth, he didn't run into any issues at all.
