this is true of OEM windows
not retail windows
if you bought windows 7/8/8.1 and upgraded to 10, you have retail windows 10
if you bought a laptop and it came with 7/8/8.1 preinstalled, you have OEM
there are tools online that can check the key to verify which you have, if you weren't the original upgrader.

I've had an OEM Windows from the pre-SP1 XP days, ported over 4 machines and upgraded through win7. every time the key doesn't work automatically, calling pajeet fixes it.
