Well, it depends on what you are really interested in. I have honestly never heard of a degree called cyber security, I think if you want to go down that road then take a networks degree or some related degree, you will learn about cyber security in addition to a lot of very important network concepts, so you won't have to only specialize in cyber security.
As for SE, you can go for it if you want to know the technical foundations of creating software programs like web applications for example and it is very unrelated to the former degree.
