It's mostly digital today, so say if you want to get into the system of your ISP you would have to hack his infrstracture. Oldschool phreaking was mostly about analog technology. All colorboxes were using some sort of a tone and dtmf signals so it's just not possible today. You can have fun with BTS and IMSI catchers though. SDR is now where the old phreak spirit is.
