Hey guys! I have a question. I don't plan on streaming or recording anything. I'd like to know if a capture card will allow me to play console games in a nice pixel perfect window on my Windows PC with zero lag. Is this possible?

While the PS4 and Xbox One can remote play/stream to machines, PS3, Xbox 360 and the Wii-U don't. No bother to list the others since OP is going HDMI

Some nice monitors even let you switch between multiple input sources.

There are some that allow you a very low-lag experience though.
Anyway, if you just want to play on your screen, I would recommend trying some HDMI-to-DVI adapters or whatever first.

You can get cards that act as a HDCP end point for the player and then pass the decrypted streams onward.
I dunno about Linux support though. They're also banned in most countries for consumer purchase, some people can get them for doing reviews and such.
