I use exclusively win 7, they ask, while you are installing, if you want to turn updates on or not.
Win 10 likes to turn them on automatically, and sometimes, turn them on once they are off, even with minor security updates.

Automatic updates should be enabled by default. If they weren't most users would never update and we'd have huge numbers of unpatched vulnerabilities. If you know that you need them disabled or deferred, that is an option. It's not Microsoft's fault that a user chooses not to enable that option.
