I think that NV actually has a real limitation with SLI HB. NV states that it is doubling the SLI bandwidth but yet it's only limited to two 1080 cards. We know that a 1080 has 2x SLI fingers. It's highly likely that NV's new SLI HB bridge is getting 2GB/sec because it combines both of the SLI fingers on 2 cards.
For comparison across pcie 3.0 AMD has 16GB/sec.

SLI doesn't though, which is what OP wants.
Also, neither CF or SLI scales to any level 100% of the time. Entirely depends on how well the developers have handled the matter.
Some games will see 0 or even negative performance when trying to use MGPU.
Others will see anything up to 90% scaling on 2GPU, but no benefit from 3.
