I think he means the windows registry which is nothing like a processor register. Windows registry is just a binary file containing application configuration variables. Applications register settings in it that are used to find files or set particular settings. A processor register is just a little bit of temporary memory inside the processor that super fast to manipulate. So pretty different if that helps.

Yes. In Windows, the Windows registry is contained in the CPU registers. This is why Windows is so fast compared to Linux for desktop use, and it's also why Microsoft recommends every developer to store settings in the registry. Linux stores network information in the CPU registers instead, so it's better for servers but worse for desktop use.
