They launched the 970 with 4gb ram, despite the card only being able to address 3.5gb ram. The extra 512mb was bolted on to the L2 controller of the last shader cluster (or something like that), making it extremely slow.
this in practice meant that the card could reach its advertized 200gb/s memory bandwidth in the first 3.5gb only, while on the last 0.5gb it could only reach a tenth of that. In games this meant that if the game needed to access the last 0.5gb, the framerate dipped from 200 to 20.
the 1070 now has 7.5gb ram... which means it might end up with the same trickery (if it is indeed a maxlel dieshrink, then it might have 3.5 x 2 gb + 512mb ram).

Jewvidia at least ensure equal performance, be it on Windows 7, 8, 10 or Linux (where AMD has the shittiest drivers).
