It's some sort of radio equipment for telcos' cell stations. (RRUS = Remote Radio Unit)
At one point there were telco engineers lurking this board. They could have given you more information on what it actually does; but I'd wager they've all left by now.
Unless you've got a few million dollars to spare and some contacts with other telco equipment manufacturers (and in the FCC), you probably won't be able to use it.
