Because C++ was too hard to get started with and there was no high-abstraction language alternative back then.
Now maybe Javascript will grow into some kind of non-compiled alternative. Or maybe JS will add features that will make Java unnecessary, who knows.
What is clear is that the world of computing seems to be looking towards finding some convergence on a few languages: one for low-level stuff, one for higher-abstraction fast-development and maybe a few others for niche stuff.

There are other languages to use on the JVM than Java. The JVM is actually great. Use Clojure, Kontin, Scala, Groovy, or something like that.

Java became popular for enterprise code for its uniformity, strict type-safety and encapsulation, and as more development went into optimizing the JVM its performance eventually eclipsed other alternatives.
Java embedded applets were basically an early heavily-sandboxed and abstracted precursor to Flash. With HTML5 almost all the functionality previously provided is now supported natively, and for the last decade or so there hasn't been a need to install applet support.
There's a slow movement to Node.js now that the optimization effort has shifted to V8, but generally most server code is still on Java and that's probably still how it will remain for many years to come.
