Right now, video output is in text mode, meaning the computer just gives the video adapter some text, and the adapter draws it on the screen. Unfortunately, it appears that the video memory that stores this text is malfunctioning. For every wrong character, take a look at how many letters away it is from the correct letter. Each wrong character is 8 letters "less" than it should be (o->g, i->a, etc). From this, we can deduce that the 4th least significant bit (2^3) is stuck at 0 when it should be a 1.

It works if you know what you're doing. HTML is piss-easy to learn and you can do any sort of fucked up layout you can think of with some trial and error and googling. CSS is for declaring styles and applying them consistently to your HTML layout to use and to access visual properties of the elements in your page that HTML can not control or can only control poorly. If you actually start laying things out in the page in your CSS sheet, you're taking a complex route to a simple problem that was solved decades ago.
