There's two possible cases here:
a.) he really is just a retard
b.) more likely, he knows that he's talking nonsense but is fighting to keep control of the environment he's responsible for. He knows that anything he lets users use he'll be responsible for supporting and securing, so he wants to stop them from just going off and using whatever they want.

It came up because he set up a server that i need to connect to with a VERY shitty connection, so i have to modify a database by remote and it takes ages. i told him to get bitsync so i could modify it and then he could get the update copy. THen he sperged hard about how a "well documented protocl means it''s easier to plan on how to get inside" and "but if you have a sniffer in a mp3 file you could get sniffed!". So i think he is a retard, but since i'm no expert i think /g/'s collective knowledge would be helpful.
