Noise with a heatsink directly relates to what fans are used, and those are the best fans in the world.
Of course, everything we're talking about here is incredibly stupid. Any high end heatsink will be comparably and extremely cool and quiet.
If you want the best air cooling, just buy an R1 Ultimate
In my experience of building many, many machines: Just don't put all that huge cooling crap in your rig unless your are overclocking. If you are not overclocking use a stock cooler and turn down the RPMs using your bios. If you are overclocking, please disregard.
