Depends. If you're okay with using really old hardware, go for a semi-ruggerized toughbook. They're really, REALLY good machines. Only get full-ruggerized (CF-19 or such) if you need to go full guerilla.

Arch Linux for day-to-day PC stuff and coding.
RemixOS for tablet shit (reading, comics, misc android apps)
Windows 10 for more tablet shit and gayms.
