I think you're equating a theory with a law. Gravity can be mathematically explained, but we also need a theory for how the interaction of gravity occurs at a distance and such. Gravity also behaves much differently at the quantum level than it does at the interstellar level but this doesn't mean that the math describing one or the other is necessarily wrong, just not sufficient for all cases.

1. To make more money. Publishing something that will cover all needs = less money.
2. Researching new undiscovered things is expensive and may or may not be successful. So they stick to what they already know and make money out of it.

Will never happen because:

1.) The Resource and Fuel Requirements as well as Infrastructure Investment would be enormous and frankly inefficient compared to tried-and-true land vehicles.

2.) Potential for Terrorist Car Bombs to cause the next 9/11 with any large skyscraper

3.) Aviation is a lot harder and more risky than driving. Out of fuel means crash landing. This is why private aircraft remain out of reach for the middle class - Liability and Insurance jack up the price through the roof.

4.) Air Pollution and traffic noise would be horrendous

5.) You'd have just as much traffic congestion in Corsuscant as you would in LA Freeway 101, only now in 3 dimensions with cars above and below you.
