You have to understand, they compete with Chrome. To gain Chrome users, they have to make their browser look and work like Chrome.
Otherwise those users would not switch. Of course it does not work out for them as it seems.

It's not it's interface or usability or anything like that that gives Chrome its marketshare though. It's because Google is a fucking advertising company and shoving it down your throat in any way they can. It comes bundled with installers, it pops up whenever you use Google on IE. It comes pre-installed on Android.
And it's obvious why they do it, because Chrome is a botnet and collects all your data, which Google then can sell to advertisers.

If it works and looks like Chrome, why would people want to switch from Chrome? They need to provide an alternative, not another shitty ripoff. Opera had a small userbase but a loyal following, then they killed it and turned it into yet another Chrome ripoff and now nobody uses it.

No one says that it is the right thing. But Mozilla has no choice. Chrome is making them irrelevant.
This is their last resort move. If that fails they are toast.
