It has easy to understand settings, it has more features that you probably need, so finding a way to do X is a lot easier than on any other DE.
And the search is better than on any other DE.
What a beginner is might be harder to define, most people used windows before, and while windows is a mess to learn, you rarely hear about people who couldn't figure out how to use that.

What is Cinnamon?
MATE. Delete the top taskbar. Add the window selector tool to the bottom bar. Set bottom bar to auto-hide. Set theme to standard MATE but using MATE dark version icons and window buttons. Change wallpaper. There. Ricing is all done.

The default DE for Linux Mint. Actually a very comfy and easy to use DE. I used to use Linux Mint but have since moved to MATE. No regrets. Plus I don't have to deal with Mint using an old kernel, and having security updates turned off by default in the update manager.
