The Redmond and Raleigh GTK themes can get Xfce pretty close to Win95, especially if you add some custom icons (I dindn't bother) but I've never seen a theme that looks like 3.1.

I'd just like to interject for a moment. What you're referring to as Linux,
is in fact, GNU/Linux, or as I've recently taken to calling it, GNU plus Linux.

There is a theme that is a spinoff of 3.1, but I think its an Openbox theme. Look on the various "-look.org" sites searching for 3.1, retro, etc

xfce has a w3. 1 theme on xfce-look.org
Linux is the kernel. If you mean Linux distribution (distro for short) then any of them can be made to look however you want it to look because you're free to modify the code however you want.
